Design of Reclamation Works.

To summarise

the foregoing conclusions, I consider that a vertical,

or nearly vertical, quay wall founded on a rubble mound

is the most suitable form for the sea-werd limit of the

Reclamation. It is doubtful whether the substitution 334

of reinforced concrete wharves of sufficient strength as

an addition to a rubble embankment would effect any

economy in first cost. As the Consulting Engineers

remark, the wharves would have to be in front of the toe

of the rubble mound; and there are practical objections

to the founding of approach supports on a rubble slope

which is liable to settlement; while, unless these

approaches were placed at very frequent intervals, the

transport of goods to and from the godowns ashore would

be hampered.

Piers extending seawerds et right angles to

the line of the Reclamation would be very much less

convenient, and there might be difficulty in berthing

ships across the tide.

9. There remains to be considered the question

of Basins within the limits of the Reclamation.

It appears to me that Basins for steamer use are neither

necessary nor advisable. The cost would be unduly

heavy; there is ample accommodation for steamers for many

and the years on the Harbour face of the Reclamation;

land within its limits is, for the most part, more

valuable for shore requirements.

I would, however, suggest for your consideration

the provision of one or more shallow-draft basins

for lighter accommodation, and one for timber, as well

as the basin for the overhaul of P.V.D. lighters,
